Lane Transit District (LTD) will be holding public hearings Monday, February 12, 2007, and Monday, March 12, 2007 both at 5:30 p.m. in Eugene library/Bascom room.
The primary focus of the meeting will be on minor route and schedule changes.
The public hearings give the public an opportunity to comment and make suggestions directly to the LTD Board of Directors about the service and fare recommendations.
Pricing: 80% of the funding provided to LTD is provided from payroll taxes and miscellaneous income generated from advertising. Only 20% of the revenue comes from ridership.
I would think that this would be a good opportunity to come on down and share your input about the EmX project

This is the first in a bunch of meetings every year. I would like to remind everyone that there are 3 LTD board members retiring at the end of this year. I think a rider should apply for one of the positions. Anyone interested?

The arguments for making the board elective are powerful:
• Elected board members would be more representative of, and accountable to, the people they serve.
• LTD's main source of support is a tax on payrolls that directly or indirectly affects every working person in the district.
• The board has the authority to set bus fares, schedules and routes - decisions that have a far-reaching influence on many people's lives.
• Having elected school boards and city councils is presumed to result in better education and municipal government - so an elected transit board might be reasonably expected to bring better bus service.
Such abstract expectations, however, overlook the practical fact that LTD provides good service already. And past proposals to make transit board positions elective have arisen not from a hope for improved government, but from a desire to gain political influence over the board. An appointed board is insulated from political pressure, which frees it to act in support of the district's long-term interests.
In the Guard's infinite wisdom they have determined everyone elses motive and satisfaction with the current system. It seems to me that the arguments they listed for having an elected board are pretty convincing and since most of the board members are appointed by the governor I have to be suspicious of that process.
